In ever-increasing numbers, people of all ages are taking America's highways for recreation and leisure enjoyment. People seek views of the Nation's diverse scenery and of its historic and cultural treasures. A number of states have implemented programs for scenic roads under different names such as scenic highways, scenic byways, scenic backways, rustic roads, etc. The U.S. Forest Service also has implemented a scenic byways program that includes roads in the Forest Highway System which are under state and local jurisdictions, and forest development roads which are under the Forest Service's jurisdiction. Basically, the goal of all such programs is to preserve and promote the scenic quality of roads.
