The report details a review of the accident cost literature and describes the procedures used and the methodology developed for determining accident rates and accident costs for an economic study of freeway benefits (construction of I5) in the Seattle area. Accident benefits were found to be significant. Interesting curve fits, describing the relationships of insurance settlements to driver's estimates of damage and police officer's estimate of damage, were made. (BPR abstract)
