The report explores the usefulness and adequacy of exposure data in estimating highway crash counts. The report provides a better understanding of the significance and reliability of crash analysis and modeling. Exposure data is usually considered as the most significant variable and one that explains most of the variation in accident estimation or prediction models. Exposure data is mainly based on Average Daily Traffic (ADT) that is expressed in terms of vehicle miles traveled on highway section, and entering ADT at intersection approaches. Data from four-leg signalized intersections in Michigan, California, and Minnesota were used in this study with traffic volumes as the routinely available exposure measure.
