This thesis investigates a new concept in Naval Aviation: total contractor logistics support. The Federal Government's policy of relying on the private sector for goods and services, as promulgated in OMB Circular No. A-76, is examined in depth. The history and present experiences of the military services concerning contractor aviation logistics support are outlined and discussed. The Navy's T-44A program, including the acquisition, total logistics support contract, and the Navy's experience with this first 'turn key' operation of aircraft, is discussed in depth. Finally, the major advantages and disadvantages of total contractor support in Naval Aviation are explained and analyzed. (Author)
