Legislation has been introduced in Congress (H.R. 2450, 92d Congress S.1971) to declare a portion of the Delaware River (Penn's Landing) non-navigable. The project involves permanent removal of 110 acres of navigable water and conversion to filled lands to open the site to recreational, institutional, residential and employment purposes which are more complimentary to the adjacent areas than commercial shipping activities.
