This 995 report updates the findings and recommendations of the 1989 report and reflects the authors' progress in understanding and managing the orbital debris environment. It provides an up-to-date portrait of their measurement, modeling, and mitigation efforts; and a set of recommendations outlining specific steps they should pursue, both domestically and internationally, to minimize the potential hazard posed by orbital debris.
