The four-volume report represents the work of Cornell University under contract to the Federal Highway Administration. Volume 1 summarizes the activities, scope, and research effort together with an abstract for each of the twenty-six technical reports on traffic at intersections and stop lights, traffic assignment and network control models, urban traffic simulation, and traffic on highways.
