Completion of this project on either of two alternate routes will enable the through traffic on Route 8 to by-pass Utica without travelling over any city streets and a substandard section of Route 8. Either alternate will significantly decrease the noise and air pollution along Walker Road since high noise emission traffic, such as trucks, will use the new facility. Noise and air pollution will significantly increase along the Relocated Route 8 because it is expected that the relocation will siphon much of the traffic that is currently using Walker Road. However, noise and air pollution has to increase if a highway is constructed on a location where there never was a highway.
