This report documents the results of an assessment of the acquisition, operation, and management of militarily useful sealift ships which can be operated in commercial service when not supporting military operations. Included are a functional description of the commercial liner shipping industry, an analysis of differences between U.S. and foreign operators, an analysis of ways in which sealift requirements could be satisfied by liner operators, and an identification of promising areas for improved fleet management. The report concludes with findings and recommendations derived from these analyses.
