The National Plan of Integrated Airport Systems (NPIAS) database management system is a dophisticated planning tool that provides a fast, accurate way of evaluating alternative detailed development costs in the NPIAS. The NPIAS is a congressionally mandated program for development of a national system approach in planning for new airports, and expansions and improvements at existing airports. NPIAS identifies the estimated airport development and planning costs necessary to expand and improve the national system of airports. The Aiport Capital Improvement Program (ACIP) is a relational database system consisting of incremental five-year planned capital expenditures at designated airpors and focusing on projects more likely to be funded. The ACIP examines the estmate or demand for projects, the federal share of funding for these projects (75%-90% of the demand), and the federal assignment (supply) of funds.
