This report documents the development of the Transportation Shipping Harmonization and Integration Planning System (TSHIPS). The SHIPS project was developed to advance the state of the art in transportation systems analysis. Existing approaches and methodologies are unable to assess the needs of the existing and future transportation systems of the world. Existing methodologies are unable to analyze the operation of an entire intermodal or multi-modal transportation network. In addition to this, they are not able to quantify the impacts of that infrastructure changes or operational decisions will have on the system. The TSHIP project fills both of these voids and adds the ability to calculate fiscal impacts. The TSHIPS methodology can be applied to any transportation system at any level of development including undeveloped roads to the latest intelligent transportation technologies with defensible results.
