The rocket powered missile is suspended in a vertical position under the water from a balloon floating on the water. The balloon is released from the missile at the time of firing. Vertical motion of the missile is damped by attaching a plate dampener to the exhaust end of the missile. The dampener is released just prior to firing of the missile.
