The report describes work in progress on a project that will analyze the frequency and severity of pedestrian and bicycle crashes in the State of Washington. Washington State is one of the first states to have consolidated police and others' reports on all collisions statewide, including those on city, county, and state facilities. Data are now complete and geocoded for almost 14,000 collisions involving pedestrians and bicyclists during the 6-year period of 1999 to 2004. The report includes a literature review of key research in pedestrian safety and a description of the process employed in preparing the crash data for analysis. It also includes a presentation of spatial measures of crash frequency and severity, and a discussion of the conceptual frameworks that will be used for the analyses.
