Intelligent Vehicle Highway Systems (IVHS) have the potential to substantially change transportations impact on urban air quality and other environmental aspects. The study focuses on finding new models for cooperation among federal, state, and local institutions that would ensure deployment of IVHS technologies in a manner that minimizes the negative impacts and maximizes the positive impacts on urban air quality and the broader environment.
