Intelligent transportation systems (ITS) apply well-established technologies in communications, control, electronics, and computer hardware and software to improve surface transportation system performance. This simple definition underlies what has been a substantial change in surface transportation in the United States and around the world. Development of ITS was motivated by the increased difficulty--social, political, and economic--of expanding transportation capacity through conventional infrastructure-building. ITS represents an effort to harness the capabilities of advanced technologies to improve transportation on many levels. ITS is intended to reduce congestion, enhance safety, mitigate the environmental impacts of transportation systems, enhance energy performance, and improve productivity.
