Two-way left-turn lane (TWLTL) medians are a common solution to the safety and operational problems on four-lane undivided roadways that result from conflicts between through and left-turning traffic. Although the potential safety and operational effects of TWLTL medians are well-recognized, no generally accepted guidelines define the circumstances under which the costs of TWLTL medians are justified by the benefits they provide. The objectives of the research were: (1) to evaluate the safety and operational effects of TWLTL medians on urban four-lane roadways; (2) to develop a methodology for evaluating their cost-effectiveness; and, (3) to use this methodology to develop guidelines for their cost-effective use.
