An update of a September 1989 report, this document reviews the state of the practice with ramp meterring in the United States and Canada. It is intended as an initial resource for those wishing to explore the feasibility of ramp metering, or use of traffic control devices to limit the number of vehicles joining the traffic flow on major freeways and arterials. The document presents a sample of various kinds of ramp metering applications which have been implemented describing the benefits which have been reported. It addresses factors that should be considered, and some of the capabilities and limitations of ramp metering. The document also identifies guidelines for the implementation of ramp metering, and summarizes the lessons learned from the full range of ramp metering experience.
