In Montana, where 62 percent of the value of products originating in state is moved by truck (Bureau of Transportation Statistics (BTS), 1996) and an overwhelming majority of intrastate freight movements are accomplished by truck, any changes in trucking operations and costs could have a significant effect on the state's economy. In anticipation of future discussions of policy changes regarding allowable gross weights of vehicles that operate on the state's highways, policy makers need objective information on the impacts any such changes would have on the state's economy (as well as on the highway infrastructure).
