The main objective of this research was to develop and evaluate a transportation safety program that can help Wyoming local agencies reduce crashes and fatalities on rural roads statewide. Such a system can be also used by other local agencies interested in implementing a rural road safety program. In order to achieve this main objective, the following subtasks were performed in this study: (1) Identify roadway classificantion systems used byh counties in Wyoming. (2) Develop a methodology of using available data (crash records, traffic volume, etc.) for crash prediction on rural roads. (3) Establish a five-step methodology to identify specific safety countermeasures on high risk local rural roads. (4) Develop a procedure to perform economic analysis for safety countermeasures.
