The benefits derived from the alternative programs are determined, using a European system of objectives, in order to measure the cost effectiveness. The benefits are compared to program costs. The results suggest that the only sensible way for Europe to proceed is through international cooperation. Two kinds of possible organizations are described. One is similar to the program for Freedom Space Station, the other one is based on an international consortium. These two programs would lead to an initial operating capability around 2010. Lunar installations would house crews of 15 and 35 on average. The life cycle costs for these programs are estimated to be 40 and 77 billions Accounting Units (AU) respectively by 2050.
