The overall purpose of this report was to scope the structure and focus of a new Eastern Washington Intermodel Transportation Study (EWITS)-II project to insure statewide coverage. This was done by reviewing the successful EWITS output and interviewing users, planners and decision makers in the state, emphasizing emerging needs and improvement options. SFTA, the result of the scoping, is a statewide research and implementation project designed to analyze existing conditions and recommend enhancements to the freight mobility transportation system in Washington State. SFTA will be funded at $1.8 million over a six-year period. Specific study initiatives identified are Trade and Traffic Flows, Freight Corridor Identification, Strategic Resource Access Road Network, New Databases, Shortline Railroad issues and Adaptive Research Management.
