A multi-lane divided highway with fully controlled access will run from I-80 through Cedar Rapids to Waterloo. Its purpose is to connect these two metropolitan areas to the national system of interstate and defense highways. The particular section under consideration is part of the urban portion of I-380 in Cedar Rapids. This section begins at Station 375 near 10th Street NE and proceeds in a northerly direction to J Avenue NE. The proposed design for this section calls for six traffic lanes divided by a 40-foot median. This section of I-380 will dislocate about 80 families and 16 businesses. Wildlife populations will be reduced because of decreased cover. However, this may not be an adverse effect from the viewpoint of the human population. The possibility of water pollution from surface water runoff during the construction period is unavoidable.
