Currently the Federal Highway Administration (FHWA) has the responsibility and regulatory authority for the administration of the medical fitness program for drivers engaged in interstate commerce under 49 CFR Section 391, of the Federal Motor Carrier Safety Regulations (FMCSRs). State driver licensing agencies have minimal involvement in the current process. As part of the Commercial Driver License (CDL) program, FHWA's goal is to transfer to the states the responsibility for reviewing and evaluating medical qualifications of all commercial drivers (intrastate and interstate) as part of the licensing process. This project was conducted in two phases. Phase I was undertaken from October 1, 1990 through December 1, 1991 and consisted of the following three tasks: (1) review of current state programs for screening drivers for medical impairment; (2) development of minimum administrative criteria to be met by future medical review programs for CDL holders; and (3) preliminary development of prototype programs. Phase II (April 1, 1992 - January 31, 1995) consisted of the selection and implementation of six prototype programs.
