In 2005, drawn by the potential for hydrogen-fueled vehicles to achieve large reductions in U.S. oil imports and emissions of carbon dioxide (CO2)--the main greenhouse gas linked to global climate change--Congress requested that the National Research Council (NRC) assess what resources would be required for a transition in the U.S. light-duty vehicle fleet to hydrogen fuel cell vehicles (HFCVs) by 2020. Specifically, Section 1825 of the Energy Policy Act of 2005 stated: The National Academy of Sciences National Research Council will appoint a committee to carry out a study of fuel cell technologies that provides a budget roadmap (e.g., what investments in R&D, demonstrations, skilled people, (and) infrastructure will be required) for the development of fuel cell technologies and the transition from petroleum to hydrogen in a significant percentage of the vehicles sold by 2020. In 2007, the NRC formed the Committee on Assessment of Resource Needs for Fuel Cell and Hydrogen Technologies.
