The report describes the derivation of evenness criteria for use on new and inservice roads. Separate criteria for the evaluation of ride over road subsidence and overlay ramps are also presented. The evenness criteria were developed by comparing the unevenness of new and in-service roads with the subjective assessments of road users. The application of the criteria using profile measurements made by the TRRL high-speed road monitor is described and examples are presented illustrating how the system might be used in practice.
