The purpose of this research is to develop a reliable analytical methodology to improve the overall design and operation of actuated controllers in coordinated systems and generate the parameters for coordinated arterial or network operations. The report summarizes the state of the art in coordinated, actuated controller operations. The methodology developed in the study was successfully tested and demonstrated on two real-world arterial signal systems in Kingsville and Burleson, Texas. The results indicate that coordinated, actuated schemes operate much better than pretimed systems. In addition, coordinated, actuated operations can potentially postpone the 'possibility of over-saturation.' The report provides the recommended coordination strategies and operational guidelines for using actuated controllers on coordinated signal systems.
