The Consolidated Space Operations Center (CSOC) is a proposed Department of Defense (DOD) facility for conducting military operations in space. As currently being planned by the Air Force, it is supposed to consist of a Satellite Operations Complex and a Shuttle Operations and Planning Complex, with the eventual addition of other satellite mission control complexes. GAO conducted this review because the Senate Committee on Appropriations; the Subcommittee on Defense, Senate Committee on Appropriations; and the Subcommittee on Science, Technology and Space, Senate Committee on Commerce, Science and Transportation expressed concern about the apparent lack of overall U.S. military space planning and the implications of this on the development of CSOC. They were also concerned whether the site selected for CSOC at Colorado Springs, Colorado, offered the best technological support at the least cost to the Government.
