The paper investigates the effects of a new highway facility on the traffic on all roads within its range of impact. The measurement of these direct effects is discussed in relation to traffic assignment procedures and a descriptive classification for various categories of traffic is presented. Various strategies for estimating these secondary traffic changes are reviewed in relation to transportation planning procedures and further quantitative research is recommended.
