The U.S. Navy in the 2000-2010 period will continue to have a vital role to play in maintaining the security of the United States. Though its missions, in the larger sense, will not have changed very much, the way in which it performs these missions is very likely to have changed in a significant way. The challenge for the Navy in the coming twenty-five years will be retain an effective doctrine for pursuing its myriad responsibilities, in an era which (hopefully) will not provide sufficient wartime experience for testing the ultimate validity of this doctrine. It will not be enough under these circumstances to rely on purely traditional approaches to the problem. The value of U.S. maritime power will have to be affirmed anew in the light of new, emerging technologies and tactics.
