This report summarizes some observations of the most interesting contributions from the conference 'Tenth Biennial Coherent Laser Radar Technology and Applications Conference' held June 28 - July 2, 1999 in Mount Hood, Oregon, USA. As can be interpreted from the title the conference regarded coherent laser radar. The military use of laser radars includes e.g. whispering ranging of targets, vibrometry for target characterization, wind measurement for weapon correction etc. Some special observations were: There were quite a few contributions concerning vibrometry for target characterization; The wavelength 1.55 microgram is used more and more in coherent laser radar; The wavelength 2 microgram still dominates though; The space project SPARCLE has been canceled.
