The CMVSA authorized the Federal Highway Administration (FHWA) to assist the 50 states and the District of Columbia, (herein after referred to as the 51 states) in implementing the Commercial Driver License (CDL) program by expending $61 million in CDL grant funds to meet the requirements established by Congress. This document is Volume I of a three-volume final report for the Commercial Driver License (CDL) Effectiveness Study project. Volume I provides an executive summary of the study.
