The report evaluates the impacts of shifting federal-aid highway funds to state and local governments, and assigning jurisdictional responsibility for routes of interstate significance to the Federal Government. The analysis is based on highway expenditure data from 1981 through 1985 for Arizona, North Carolina, Pennsylvania, and Washington. Seven highway redistribution scenarios were evaluated, and the legal implications of altering the current system of responsibility and finance were discussed.
