The nuclear power industry is about to moor a chain of barge-mounted nuclear power plants to the sea floor, only a short distance offshore, in the regions of rapidly increasing electrical demand. Buried in the seabed, ultra-high voltage oil-insulated cables will link these offshore power plants to regional power grids. This paper considers the origin of the offshore move, examines the status of the fledgling offshore power industry, determines the legal regime of offshore nuclear power plants and ruminates upon the social cost of this newest hegira.
