The Strategic Plan provides a 'blueprint' for the agency to establish the priorities and direction for its contributions to the Nation's highways and intermodal transportation system. The FHWA's vision is to 'create the best transportation system in the world' and FHWA's role in achieving this vision is reflected in its Mission Statement: We 'continually improve the quality of our Nation's highway systems and its intermodal connections.' Neither our vision or mission can be achieved by FHWA working alone. It will require the combined efforts of our partners in State and local governments, who are the primary agents for the implementation of the Federal-aid highway program, as well as others throughout government and the private sector.
