A two-day seminar was held in May 1978 at TRL to consider the contribution that research can make to the design of effective traffic management schemes. Its principal aim was to provide an opportunity for research workers, consultants and practicing traffic engineers to exchange ideas and information on practical and theoretical aspects, and to ensure that research programs and current requirements and activities are closely related. It was not intended to provide advice and rules for the design and implementation of traffic management schemes. It was organized in four sessions. The first was concerned with the role of traffic management, its objective and methods, and its acheivements and failures. The second session concentrated on research into methods for predicting traffic patterns resulting from traffic management measures. The third and fourth sessions considered practical applications and their assessment, and included a paper on the contributions that further developments in electronic equipment could make to the control of traffic. This report contains digests of the papers presented at the seminar, summaries of the discussions and comments at each session, and an overall summary by the Chairman.
