Sections of the satellite COSMOS 1402 containing radioactive materials disintegrated in the atmosphere over the Indian and Atlantic oceans January/February 1983. Having the COSMOS 954 incident in mind and taking account of the fact that several satellite orbits crossed Norwegian territory, some preparedness measures were implemented prior to the break-down. The report describes the functions and experiences of an ad hoc satellite council which was appointed to take care of data collection, information to the public and planning for emergency actions.
