The project proposes construction of two rubblemound groins and deposition of 200,000 cubic yards of beach fill (i.e., select earthfill and select sandfill) between the two groins and immediately upcoast from and adjacent to the upcoast groin. The proposed project would provide protection to the existing public beach and Pacific Coast Highway, and eliminate existing safety hazards created by the eroded steel sheet-pile groins on the project site. The adverse impacts would include initial destruction of marine life communities, short-term disruption of present traffic flow due to construction, interruption of existing recreational use during construction, and possible increase of traffic problems on the Pacific Coast Highway between Malibu and Will Rogers State Beach due to increased recreational use.
