User equipment for LEO spacecraft positioning using Navsat and GPS is defined, and a development approach is outlined. It is concluded that both systems are cost effective. When the high performance P-Code receiver is required, the implementation of existing U.S. equipment in collaboration with American firms is recommended. This offers lower risks and lower investment by European resources, compared to a full European development. For applications where C/A code receivers can be used a study phase is recommended in order to define and evaluate the required changes over the existing European C/A receiver developments to decide upon the suitability of the modified receivers for space applications. Regarding Columbus as a candidate to carry a GPS receiver, simulations and ground tests are recommended in favor of an earlier experimental mission. Columbus would be very costly and the feasibility of using GPS as spacecraft navigation system is already established in experimental missions.
