The audit objective was to evaluate the overall management of the Joint Helmet Mounted Cueing System. Specifically, the audit determined whether the Air Force is cost-effectively readying the system for the production phase of the acquisition process. We also evaluated the management control program as it related to the overall objectives. This report addresses testing and evaluation and contracting. A later report will address requirement evolution and affordability and joint management.
