The primary goal for Phase II was to develop a next-generation near- real-time satellite monitoring and alerting system. This system would enable the Air Force to move towards distributed space operations with enhanced anytime, anywhere situation awareness, with a particular focus on Space Situation Awareness (SSA). This goal was driven by the Air Force Space Command (AFSPC) strategic Master Plan (SMP) FY04 and Beyond that lays out the Air Force's plan for achieving its Vision of 'Global Vigilance, Reach, and Power.' The SMP states that 'we cannon fully exploit that medium until we first control' it. The needed foundation, therefore, consists of the space access and infrastructure provided by the Space Support and Mission Support areas. The SMP calls for robust and real-time SSA and 'on-demand' operations, while at the same time calling for cost-effective and responsive solutions.
