Interrelations between the major Soviet freight carrying modes of transport are described in the context of the Soviet economic, political, and social systems. The evolutions of transportation development is traced, with particular emphasis on containerization. A form of decentralized planning introduced at Leningrad in 1978 is outlined. The study concludes with recommendations for U.S. economic policy toward the Soviet Union. (Author)
