The proposed highway project involves the realigning of a portion of Route 19, Hawaii Belt Road, vicinity of the existing Kapehu Camp, District of North Hilo, Island of Hawaii. The new facility would be a limited access, two-lane roadway with the latest safety features incorporated into the design. The essential purpose of the proposed highway is to correct a hazardous condition by eliminating 4 unsafe elements. The impact of the proposed roadway upon the community will not be pronounced as there is an existing gravel-dirt road traversing the area.
