The report discusses the Federal Aviation Administration's (FAA) procurement of Airport Surface Detection Equipment (ASDE). It addresses the procedures used by FAA to determine its ASDE-3 operational requirements and specifications, the adequacy of FAA's support for these requirements, and the extent of production risk inherent in the ASDE-3 specification.
