Before TNO-IWECO was formed the only significant underwater structures were manned submersibles (mainly observational research), military submarines and caisson workings for bridge and pier foundations. For this paper ‘significant’ is taken to cover any underwater vehicle or installation where structural considerations feature strongly in design, construction or installation. Nowadays, the field must also include working submersibles, seabed habitats, a range of one-atmosphere wet and dry seabed systems mainly associated with offshore hydrocarbon activities, diving bells and transfer capsules. In addition, some of the drilling and production platforms sometimes have temporary or permanent buoyancy tanks often made of stiffened thin shells under complex loading. An ocean thermal energy structure is also considered.

    The paper reviews this field from a broad structural standpoint without going into specialised details. Safety, material, inspection and repair topics are briefly mentioned. The next thirty years seem certain to see a significant growth of activity as exploration and recovery, including minerals, extends into deeper water calling for yet more novel designs. The age old promise of ‘resources from the sea’ is here to be harvested. The most enterprising West European countries are well placed to serve the very challenging and exciting era ahead.
