A maritime surveillance system called TIMSS (Turkish Integrated Maritime Surveillance System) is being implemented as part of the C3I (NAVCCIS) system of the Turkish Naval Forces Command. This paper outlines the features of this system and describes a computer simulation program called SIMS (Simulation in Maritime Surveillance) to be used for planning, design and performance optimization of the subsystems which make up TIMSS. TIMSS will provide to the commander: evaluated positional data (location); accuracy of location; time of location; direction and speed of movement; classification and identification of target; confidence level of classification and identification; and target designator.
