The paper describes general requirements of European railways for a common universal mobile radio system. The reasons for selecting the Global System for Mobile Communications (GSM) as a basis are discussed, as well as necessary extensions to this standard to meet the railway requirements. The resulting GSM-R system offers new services comparable to those of Private Mobile Radio (PMR).
