The motorway simulation program SISTM (Simulation of Strategies for Traffic on Motorways) has been enhanced to model variable speed limit systems such as the system currently in operation on part of the M25. Version 4.1 of the software can model different parameter values for the flow thresholds, the flow measurement periods and smoothing factors. Traffic data from this section has been used to predict the effect of the 50 and 60 mph speed limits on the target speed of drivers in SISTM.
