In order to reduce the environmental pollution of highway engineering, "double carbon" goals are achieved as soon as possible. From the perspective of build period, construction period and operation period, this paper analyzes the current situation of highway environmental protection management and determines the existing problems of environmental protection management. On this basis, based on the full process management theory, the full-course concept of highway construction is proposed; the macro and micro management method is used to establish a highway environmental management system. At the same time, taking the two-way six lane highway in Jiangsu Province as the research object, analyzes the expressway carbon footprint from the perspective of construction period and operation period. The annual carbon footprint, cumulative carbon footprint and carbon recovery year are used to evaluate the emission reduction benefits of highway. The results show that the carbon footprint of the highway construction period is 2316ktC, and the annual operation period carbon footprint is 5869tC, and it can all recovered the construction carbon emissions before 2032.
