With the implementation of the 21st-Century Maritime Silk Road initiative, the demand for maritime communication keeps growing. According to the needs of maritime communication in navigation and other marine activities, this paper applies VSAT technology to maritime satellite communication system, which can support the Internet, fax, voice, video, data etc. The system topology takes a star structure and uses Ku-band capacity satellite. Throughout the system design process, full consideration has been given to system reliability, availability and technological maturity. In order to ensure the transmission quality of the satellite link, satellite system parameters were analyzed and calculated. The results show that the satellite link meets the demand.
