The ongoing processes of motorization, urbanization and suburbanization in conditions of a shortage of the capacity of expensive roads lead to an excess of transport demand over supply, which in conditions of unlimited access to the highway network contributes to a sharp restriction of their capacity. The multiplicative effect in such conditions creates new hotbeds of decreasing the quality of transport services, most negatively affecting the overall road traffic situation in cities and their agglomerations. The article presents the results of research on the movement of traffic flows on sections of urban highways and suggests algorithms for the operation of traffic light facilities that allow providing high rates of transport services on the highway network by programming automated traffic control systems at the entrances.
